The developing countries are poor because they have poor implementation capacity. They cannot implement too many things simultaneously.
Hartals are luxury we no longer can afford. As it is an extreme democratic right for politician we can't actually overwrite their power; what we can do is minimize the loses by -

3. No political influence on electronic and print media.
4. Political TV Channel “Let the People Know” - Transparency
5. Survey on “Political Debate Issues” through SMS (Free of Cost)
6. Date for next election must be declared while the announcing the result of current election.
